If somebody does not vote, he has no right to complain afterward if things are not to his liking. In deciding how to vote, the citizen looks around and makes efforts. It is such collective efforts that keeps civil servants less dishonest than in other countries. Non-voters expect everything to be nice and good for them to take advantage. Voters realize that conditions are good because we all paid a price, and it takes upkeep to keep conditions good.
